The project focus attention and strengthen understanding at local, national and EU levels on how the early years workforce can support social inclusion and address poverty. Its starting point is the recommendations of the European Commission’s report, Child Poverty and Well-Being in the EU: Current status and way forward (EC 2008)
A broad dissemination of comparative data and analyses – with indicators and benchmarks - will direct member states towards key policy issues and ways of improving data at local and national levels about Early Childhood Education and Care (ECEC) systems, thus advancing the OMC’s aim for governments to learn from each other and share good practice. A major focus is the ECEC workforce.
The project is led by Comenius Foundation for Child Development in partnership with three other key Member State organizations:

Nordland Research Institute Norway
La Bottega Di Geppetto Italy
A wider network of organizations in a further six Member States will also participate as project associates: Slovenia, France, Denmark, Portugal, Sweden, and Hungary.
The central policy issue addressed is: Social protection and social cohesion: implementation of the open method of co-ordination in the field of social protection and inclusion.
